How do I change the boat speed over the water in knots?
The boat speed is determined by the type and length of the boat (which together dictate the hull speed), and obviously the weather.
You can change the length of the boat and the type under Boat Settings, which you can find under the menu with the three dashes on the top left side of your screen, like this:
